It would provide the means for communities where minerals are extracted – coal counties and gas counties – to promote economic development and economic diversification. It would provide a cushion during down times and the means to secure a future that is prosperous after the minerals are depleted. As the state contemplates a potential new boom in Marcellus Shale gas extraction, the West Virginia Future Fund is the best mechanism to convert nonrenewable resource wealth into a renewable and permanent source of wealth for generations to come.
